Four letters written from Congressman Walter Evans to Dr. D.W. Voyles in St. Louis. In the first letter, Evans writes of being "disgusted beyond measure" by the election results in Virginia, and calls for "active men" to remedy the problem. He had hoped that the elections would "arose the people to a sense of outrage." The letters contain racial slurs.
